Balance Access Requirements
It looks as if Vipps requires access to balances when using Visa. If the balance is not opened, Vipps rejects transfers without giving a usable error message. Moreover, it is doubtful whether Vipps should have this information - you are not my bank.

There is no charge for receiving money and sending money to a business or organisation is free no matter the amount. It is also free of charge to shop with Vipps online, pay in stores and pay bills.
